NJ is looking to more stringently define "self-evacuation" during fires. staff assistance will not be counted in getting out in less than 3 minutes. If individual cannot get out in under 3 minutes, residence will be classified institutional and will have to be sprinklered. What is definition in your state and who has advocated for the rights of residents?
